The hand is quicker than the eye in Washington. "Listen to what I say, don't look at what I do" seems to be the message from President Bush when it comes to the war on drugs. As reformers points hit home with the public and  the polls show the same old "get tough, build more prisons, arrest 'em all" rhetoric doesn't work as well anymore, our politicians, from the president down, seemingly embrace elements of the reform agenda while actually maintaining the status-quo.
