What is the result of these increases ?
 
-- DRUG USE BY 12-17 YEAR OLDS HAS DOUBLED UNDER CLINTON-GORE.*  In 1992,
the rate of past month use among youth age 12-17 reached a low of 5.3
percent, the result of a decline from 16.3 percent in 1979.  By 1995
the rate had climbed back up to 10.9 percent. Since then the rate has
fluctuated from 9 to 11 percent. (The National Clearinghouse for
Alcohol and Drug Information, Substance Abuse and Mental Health
Services Administration)
-- DRUG USE BY HIGH SCHOOL SENIORS HAS SHOT UP 34.4%
 In 1999, 54.7 percent of high school seniors admitted trying illegal drugs, up from
40.7 percent in 1992. (HHS, National Institute of Drug Abuse,
"Monitoring the Future Study," 2000)
 
* NOTE: Republicans claim the Clinton administration has cut the staff of ONDCP by 85% and give this as a reason for the increases in drug use. The office staff of ONDCP is an insignificant line in the total US Anti-Drug budget and is purely a political sound bite to discredit the current administration. Actually Clinton has significantly increased anti-drug spending during his terms.
