* NOTE: Republicans claim the Clinton administration
has cut the staff of ONDCP by 85% and give this as a reason for the increases in
drug use. The office staff of ONDCP is an insignificant line in the total US
Anti-Drug budget and is purely a political sound bite to discredit the current
administration. Actually Clinton has significantly increased anti-drug spending
during his terms.
